Rajasthan (India) Power Sector Restructuring Project - Private/Price Waterhouse/World Bank - AEAI staff has conducted a financial and policy evaluation of the power system and operations. This included an evaluation of bulk service rates at different voltage levels with special emphasis to the distribution level. A number of training and workshop presentations were critical as well as capacity building of local financial, government and industry structures.

Oil and Gas Mining Legal and Regulatory Work - U.S. Agency for International Development (USAID). Currently working with USAID to commence review of draft regulations and laws essential to the reliable and transparent provision of energy services as well as to encourage sustained private investment in Indonesia. In this assistance, we encourage a regulatory regime that utilizes licensing, concessions and proper tax incentives, while enforcing required environmental standards.

Energy Policy Analysis Assistance to the Minister of Mines and Energy - U.S. Agency for International Development (USAID). In 1999, AEAI established offices in Jakarta and is currently providing technical assistance to the Minister of Mines and Energy to establish an Energy Policy Analysis Team within the Ministry to address high-level policy issues in the energy sector. The focus of technical assistance is the provision of diagnostic and analytical reviews of existing and needed energy sector policies in the areas identified. Policy analyses and recommendations for an evolving policy framework are provided through reports and closely held workshops that allow the Ministry of Mines and Energy to make better informed decisions in the rapidly changing Indonesian energy sector.

Afghanistan

AYBAK PROJECT

AEAI initiated, designed and managed the construction for the rehabilitation and extension of the Aybak distribution system, in Semanagan Province, Afghanistan. On June 26, 2006 the system was officially energized successfully. The system will provide approximately 4100 households, businesses and government offices, schools and a hospital with reliable power for the future. It is expected that with completion of the North East Transmission System (NEPS), a project to import lower cost power from the Central Asia Republics into Afghanistan, for which AEAI serves as the Program Manager, Aybak will be connected to the NEPS and will turn off the diesel generators which currently provide higher cost but essential energy. Based upon the households supplied the USAID Aybak project will provide a very positive economic impact and enhance the quality of life for approximately 40,000 Aybak residents.

Overview of Energy Policy Project

The Project is strengthening the Government of Pakistan (GOP) institutional framework for policy decision-making in the energy sector. It is supporting GOP policy and implementation entities in developing an Integrated Energy Policy, based on efficient market structures, which will result in increased conventional power resources, as well as an enhanced potential for alternate energy sources. The tasks under the Project aim to improve implementation of decisions, synchronized economic development through rational incentives and tariff structures and more systematic power rationing to support a more efficient generation, transmission and distribution of power. Recently the Project focus has been further expanded and refined with increased emphasis on assisting Pakistan to increase its power supply in the immediate and long term, reduce load shedding, improve the investment climate for alternate sources of energy and  reduce the Circular Debt” problem.

Key Objectives under the Project are to:

Assist in the United States Government’s effort to finance and then monitor the immediate repair and maintenance of existing, selected hydro-electric and thermal power plants.

In support of the Mission, provide technical input to review, assess, and analyze projects for possible support by the USG and other parties.

Provide the GOP energy entities with necessary technical assistance to coordinate its national energy policy development and implementation activities. Key GOP counterpart entities include the Ministry of Water & Power, the National Electric Power Regulatory Authority (NEPRA), the Alternate Energy development Board (AEDB), the Planning Commission and the Ministry of Environment.

Identify and recommend measures to resolve constants and barriers, (institutional, legal, regulatory, technical and financial) limiting the development and implementation of an Integrated Energy Policy for Pakistan and increased generation of electric power.

Provide technical support to Alternative Energy Development Board (AEDB) in development and finalization of new Medium term Renewable Energy Policy and its supporting implementing tools. Project is also supporting preparation of Environmental Impact Assessment (EIA) guidelines for all renewable energy resources, with a particular focus on wind.

Assist the NEPRA in coordinating with donors in the analysis of energy budgeting and financial practices, tariffs, subsidies and incentives to affect more rational pricing and tariff structures.

Provide NEPRA and public sector Distribution and Supply Companies (DISCOs) with technical assistance to devise and implement a tariff strategy to facilitate the transition from subsidized rates to cost-of-service based rates as well as create an industry structure that promotes competition, development of alternate energy resources, efficient consumption, production of conventional energy and private participation in the energy sector.

Assist NEPRA and DISCOs to implement energy rationing and demand side management programs that minimize the economic impact of power shortages in the Country.

Support the process of revenue protection and improved financial controls & practices at all public sector DISCOs by replicating the lessons learned from a recently completed pilot cost-of-service study for Lahore Electric Supply Company (LESCO).
