Expatriate Chief of Party:

Resident Chief of Party with at least 15 years of experience in the electricity and/or natural gas sectors.  The COP’s expertise shall demonstrate knowledge, skills and/or abilities in the following areas, to the greatest extent practicable:

experience in managing an energy company, and/or donor-funded energy project; and having a strong background in energy policy or energy markets, preferably with expertise in energy security issues of concern in the Caucasus region.
development of national and regional competitive energy markets. Specifically, expertise in electricity and gas operations of unbundled sectors with multiple private and state-owned stakeholders in generation, wholesale and distribution systems strongly interconnected with neighboring countries is sought;
management of complex projects;
development of effective relationships with stakeholders within and outside of government in a dynamic, politically charged working environment;
promoting greater capacity for policy analysis in both academic institutions and/or non-government organizations; and
facilitating interaction and cooperation between government, regulatory bodies, and civil society.


Expatriate or Third Country National Senior Energy Education Curriculum Development Specialist: 

Expert with 10 years of experience in developing higher education curricula, courses, case studies, teaching modules, etc. (focus on energy preferred), conducting human and institutional capacity development (HICD) assessments, and overseeing research efforts and the publication of associated results.

AEAI is seeking Consultants for a short term assignment in an
international post-conflict work environment.

The individual should have extensive experience (minimum 5 years) and
expertise in the use of Microsoft Project in the construction industry.

Experience in the power generation, transmission or distribution work
planning is a plus.

Training of local staff with basic Microsoft Project experience is required and
individual should have experience in training project managers and project
schedulers in the use and reporting of project actvities and schedules
using Microsoft Project.

Individual must be proficient in English.

Energy Sector Program Manager

General Responsibilities and Functions: The Energy Sector Program Manager will be broadly responsible for providing technical direction and support in business development and project management, support and oversight for USAID, WB, ADB, and other donor-funded foreign assistance projects in the energy sector and related areas. The position requires experience, confidence, integrity, energy and versatility in a growth oriented business environment.

New Business Development

Contribute to BD strategy development
Conduct research for future business opportunities
Contribute to Proposal Technical writing and review
Develop and grow client relationships
Conduct intelligence gathering work including overseas travel to identify consulting opportunities for the firm
Present Papers at appropriate conferences
Help expand the firm’s network of consultant contacts and in general among sector players
Help position the firm for new markets

Project Management – Provide Technical backstopping and oversight on overseas projects. This includes:

Leading Project Mobilization teams
Providing continuing oversight and technical support to field teams
Helping to recruit consultants
Developing scope of work for consultants and subcontractors
Providing input to project budgets and expenditures, including subcontractor budgets
Reviewing project invoices.
Maintaining client relationships
Technical writing and editing of reports
Ensuring QA/QC in all project deliverables;

Requirements

Master’s degree – Engineering, MBA, or other relevant field
5-10 years experience developing and managing energy sector work under donor-funded development assistance programs.
Experience on USAID-funded and multilateral bank-funded work.
Outstanding interpersonal, oral and written communication skills, teamwork, and a good sense of humor is essential
Entrepreneurial spirit mandatory
Thorough knowledge of energy sector challenges in emerging markets and developing countries.
Innovative approaches for infrastructure finance is welcome.
Standard contemporary computer skills – MS Word, Excel, PowerPoint, proficiency essential.

Senior Program Associate - AEAI

General Responsibilities and Functions: The Senior Program Associate will be broadly responsible for proposal coordination, recruiting and project backstopping for USAID, WB, ADB, and other donor-funded foreign assistance projects. The position requires experience, confidence, integrity, energy and versatility in a growth oriented business environment. Duties will include managing one or more Program Associates that will support AEAI’s business development, recruiting, and project backstopping requirements.

Specific Responsibilities:

Business Development

Participate in BD strategy development
Conduct research for future business opportunities
Coordinate all phases of Proposal Preparation from initial review of Request for Proposals (RFP), through final submission to the client. This includes, but is not limited to:

Determining proposal requirements
Preparing Business Proposal Checklist/Outline
Scheduling and directing proposal meetings
Ensuring all proposal team members are clear on their assignments, and working to proposal schedule deadlines
Conducting communications with the client regarding questions and clarifications
Overseeing or preparing, when necessary, the cost estimates for the proposal
Ensuring proper technical and cost reviews
Obtaining final approvals for technical and cost
Assembling final package for signature and submittal

Review the proposal process, revise and implement improvements as required

Recruiting

Confer with executive management to identify expert recruiting planning strategies and search assignments;
Leverage online recruiting resources and in-house recruiting database to identify and recruit relevant candidates;
Review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements;
Manage and coordinate all communication with candidates;
Perform reference checking;
Manage the selection, offer, negotiation and administrative components of the recruitment process in consultation with executive management;
Maintain accurate and well-ordered documentation on all candidates;
Participate in the development of ongoing creative and cost-effective sourcing strategies;
Develop an effective pipeline of key talent potentially available for future projects as they arise.

Project Administration

Manage Administrative and Logistical Backstopping to overseas projects.
This includes:

Management of project mobilization and fielding of long and short term consultants;
Development and management of project budgets and expenditures, including subcontractor budgets;
Processing invoices;
Managing client correspondence;
Formatting and editing reports.

Required Knowledge, Skills & Abilities:

Outstanding interpersonal, oral and written communication skills, teamwork, and a good sense of humor is essential
Entrepreneurial spirit mandatory
Thorough knowledge and experience in the methodology of proposal preparation and project backstopping is required.
Advanced computer skills – MS Word, Excel, PowerPoint, proficiency essential.
Understanding and ability to apply FAR and AIDAR highly desirable.

Senior Contracts Manager

The candidate selected for the contract manager position will be based in AEAI’s Washington DC office and will provide a full range of contract management and administration services for the firm. The senior contracts manager reports to the President or his designee.

Overall responsibilities for this position include the following:

Interprets U.S. government and client rules, regulations, and requirements and advises management and staff accordingly. Existing and potential clients include USAID, MCC, and other federal agencies, World Bank, Asian Development bank and other international institutions.
Serves as the corporate point of contact for AEAI’s clients on all contractual matters affecting financial and technical performance, and contractual compliance.
Conducts/manages project-specific procurement activities for goods and services
Prepares cost documentation for AEAI’s proposals.
Assists with business proposal development and contributes to general administrative management improvements to support AEAI’s continued growth.

Specifically, the position duties include, but are not limited to the following activities:

Contract Management and Administration

Manage contractual compliance for all of AEAI’s projects.
Provide guidance and advise to AEAI project staff and senior managers on contractual issues in the context of compliance with contract terms and federal regulations (FAR, AIDAR, CFR, and OMB Circulars), and AEAI’s policies.
In coordination with the relevant PMU (Project Management Unit) prepare contractual correspondence with clients/contracting/procurement officers. This will include matters such as: salary and rate approvals, budget revisions, waivers, contract extensions and modifications, project-specific procurement, subcontract approvals.
Review and negotiate all contracts, subcontracts, and amendments/modifications
Work with PMU and accounting staff to ensure accurate and consistent budget development and monitoring procedures and tools.
Manage contract close-out efforts with support from the PMUs.
Provide internal training on contractual and financial administration of projects
Prepare detailed briefings to the PMU and accounting staff on new contracts.
Periodically review AEAI’s policies and procedures to determine adherence to Federal regulations and contract terms.
Help prepare relevant reports

Business Proposal Development

Manage or oversee complex business proposal preparation, ensuring compliance with the RFP, and FAR and AIDAR or other client-specific procurement regulations. This involves developing budgets, budget notes, and assembling other required material for the cost proposals
Produce, review and sign off (after consultation with senior management) on the final business proposal package.
Ensure quality control reviews of budgets and business proposals developed by the Business Development and proposal team staff.

Subcontract Administration

Prepare and issue subcontracting agreement and modifications
Work with PMU staff to monitor subcontract performance
Conduct periodic financial and contractual reviews of subcontractors’ files and prepare subcontract modifications
Help prepare relevant reports.

General Administrative Management Support

Work with Senior Management and HR to review and strengthen corporate policies and procedures as needed.
Assist in managing or implementing various routine and non-routine administrative tasks as they arise and as requested by Senior Management.
Assist in the preparation for internal and external audits.

Qualifications

Bachelor’s degree required - preferably in business, business administration, law, finance, or related field. Equivalent combination of education and work experience will be considered.
Advanced degree or contract management certification preferred
Minimum seven years of relevant experience in contract management and business proposal preparation required – primarily in the context of USAID-funded procurements.
In-depth knowledge and understanding of FAR, AIDAR, and procurement regulations of multilateral banks such as the World Bank and Asian Development Bank
Full range of contract administration experience, including contract negotiations, procurement, subcontract management, and audits.
Proficiency in Microsoft Office (Excel, Word, PowerPoint, Access) and other standard office applications
Excellent oral and written communication skills
Excellent organizational skills and ability to work both independently and as a productive team member, effectively manage priorities, and multitask in a growth environment – managing both macro and detailed activities under tight deadlines and heavy workload.
