United States Agency for International Development (USAID).

Assistance in the Energy and Environment Sector
In September of 2003, Advanced Engineering Associates International,
Inc. (AEAI), along with four other firms was awarded a Global
Energy Services Indefinite Quantity Contract (Energy II IQC)
by the United States Agency for International Development (USAID)
with a ceiling amount of $500 million dollars. AEAI was also
one of five contractors selected to carry out the first phase
of this work under the Energy I IQC which had a five year performance
period.
The Energy II IQC encompasses a wide variety of technical
assistance activities which generally fall into three broad
categories. The first set of activities seeks to establish
the necessary legal, regulatory, and managerial conditions
(i.e., the enabling environment and institutional capacity)
for effective governance of the energy sector, for regional
energy cooperation and exchange, and for sectors in which energy
is a determining factor.
The second set of activities seeks to improve the technical
efficiency and operational performance of institutions (utilities,
energy service companies, businesses, NGOs, etc.) that operate
under the existing and new enabling environment.
Finally the third set of activities seeks to assist consumers
of energy in addressing the various social, economic and political
dimensions of energy service provision, including off-grid
energy service provision, an in participating in the decision-making
regarding such provision.
The goals of most activities under the Energy II IQC are focused
on promoting reforms to achieve energy security through better
sector planning and management, and improving economic, environmental,
and social performance in all areas of the energy sector.
Under the first IQC program, Advanced Engineering Associates
International (AEAI), provided technical advisory services
worldwide and under the Energy II IQC AEAI has provided technical
assistance in Guinnea, Sudan, and Indonesia, and currently
has projects underway in Afghanistan, Armenia, and the Dominican
Republic.
Projects under this IQC have included work with a broad spectrum
of stakeholders including:
Government
officials at the national, municipal, and village levels;
Legislators, including the opposition, with the concurrence
of the U.S. Embassy;
National and state regulators;
Energy producers, Utilities, Energy Service Companies (ESCOs),
Independent power producers (IPPs), transmission companies,
distribution companies, and energy equipment manufacturers
Consumers: industrial, commercial, agricultural, and residential;
Communities:
those effected by power plants and transmission & distribution
lines, urban slums, and unserved or underserved rural communities;
Trade Associations and Chambers of Commerce;
Professional Associations, such as engineering societies;
Non Government Organizations (NGOs) and other consumer groups;
Labor unions, with the concurrence of the U.S. Embassy;
Energy research institutes and universities.
