is the People, Energy, and Development (PED) IQC?

IQC – “PEOPLE, ENERGY AND DEVELOPMENT – Increasing
the Ability of People to Cause Their Own Development”
In February of 2004,
Advanced Engineering Associates International, Inc. (AEAI)
was selected along with four other contractors
to carry out the tasks under the PED IQC for aq five year term.
The goals of the PED activities are to facilitate more effective
and efficient knowledge management in the energy sector focusing
on specific areas of interest within the broader themes of
Democracy & governance, economic and social development,
and the environment. The intent of all activities under this
IQC are to systematically capture and organize knowledge and
experience gained from staff, clients, and development partners
in order to make this knowledge more readily accessible and
to create linkages between groups and communities working on
similar topics.
Objectives under the PED IQC include the establishment of
linkages between energy services and the strategic objectives
of the three Pillar Bureaus - Economic Growth, Agriculture,
and Trade; Democracy, Conflict, and Humanitarian Assistance;
and Global Health as well as the Regional Bureaus. The network
will achieve this by highlighting the interdependence of energy
with broad-based economic growth and agricultural development;
with promotion of democracy, conflict resolution, and effective
disaster preparedness and response; and with improvements in
the quality and availability of essential health services.
The goal of this SOW is to help developing countries and economies
in transition to design effective new strategies to meet growing
energy demand through the promotion of market based policies
that enable more efficient power production, energy conservation,
increased use of renewable energy sources, and private sector
participation in the energy sector.
AEAI has recently
completed one task under the PED IQC entitled “Energy
Education Alliance Support Task Order (EEAS) and is managing
the “Energy Sector Grants Program” which is being
implemented by AEAI PED IQC consortia member, World Learning.
To date, seven grants have been awarded in Africa, Asia, Eastern
Europe, and the Caribbean and implementation of each of these
grants is on schedule. More information on both of these projects

PED IQC Focus areas include:
Institutional
strengthening;
Energy Policy Reform;
Environmental and Related Infrastructure;
Promoting greater efficiency of energy production, distribution
and use;
Fostering the commercialization and use of renewable energy
technologies and demonstrating appropriate technologies to
reduce energy-related environmental degradation and mitigate
emissions of greenhouse gases; and
Stakeholders roles and participation.
